Gilbert Returns As Chief – Video

In a two-part meeting, the Quartzsite Town Council reinstated Jeff Gilbert as police chief. Council entered an extensive executive session to discuss several other matters.

Gilbert Attends Meeting With Gun And Uniform

The Council met this morning from 9:00 to 9:38 am. They are, as this is written, in executive session discussing those things published on the AGENDA . They will return at 1:30 pm to continue the meeting and conduct the Town’s controversial business. Jeff Gilbert and wife were present this morning, as well as Susan Goodwin who already took part in the meeting as special counsel for personnel matters.

The public WILL be allowed to comment from the podium on Jeff Gilbert’s termination (#1) and the vote for a chair of meetings (#2). 

Rene Nelson is said to have quit her job with the Town (assistant / deputy Town Clerk), and was seated in the public area.

Martin Brannan’s status is not known by the Town Clerk Terry Frausto. She said Brannan is expected back in October but is not on vacation or leave to her knowledge. He did not attend the meeting.

The metal detector was not present, and the only legitimate police presence was by acting chief of police Sgt.  James Schultz.

Response Received – Davidson Describes Voter Outrage

AMRRP will be coordinating communication with the Town through the Interim Town Manager. We will not be responding one-on-one to other emails or communications such as this.

Hal Davidson, former Quartzsite Town Council member, wrote to Ann Gergen, president of the Arizona Municipal Risk Retention Pool. Gergen’s “Pool” has essentially issued the  Town leadership an ultimatum. Get control of things or seek very expensive (if even available at all) private insurance protection instead of the Pool. This warning is a result of the past two year track record of the Town, showing many money claims brought by citizens for mistreatment. Lawsuits are sure to follow most claims. The Town of Quartzsite could potentially face bankruptcy. 

Davidson’s letter focuses on a potential new lawsuit – as a result of voter outrage.

Foster Tests Bruno’s Resolve

2012 09 14 Letter From Mayor Foster To Manager Bruno

Mayor Foster politely challenged new Interim Town Manager Laura Bruno in a letter delivered last Friday September 14. He pointed out some old sores that exist in Quartzsite for her to consider healing.  CLICK ONCE OR TWICE on Foster’s letter to enlarge.

Fired? Huntley Reports Brannan “Release”

Martin Brannan, Current Quartzsite Town Attorney

Wes Huntley reports in a comment to the Parker Pioneer (online) that Attorney “Martin” [Brannan] has been released. Huntley formerly called himself the “Mayor” of Quartzsite, and was once elected to the council. Excerpted quote by Huntley from the Parker Pioneer online:

Interestingly, the Desert Messenger Facebook page posted Huntley’s full comment along with news that suspended Police Chief Gilbert was not fired. The editor then soon removed the comment from sight. Others in town are discussing a reported action against Brannan last week.

Even more interestingly, DesertMessenger.blogspot.com reports that Brannan himself stated “I’m fired”.

Council Hires Town Manager (Interim)

Martin Brannan (Town Attorney) bails out of the meeting at 10:35 minutes on the youtube timeline – immediately after a new Town Manager is agreed on. Brannan is also paid as the Parliamentarian at Council meetings. The meeting continued without a Parliamentarian.

The Council may hire Laura Bruno to the most powerful position in Town at 2 pm today.

Who Is Laura Bruno?

Here’s how the most powerful job in Quartzsite may be awarded tomorrow by the town council.

“Good afternoon council members. Here’s Laura Bruno. Read this. Now vote. Make it unanimous.”

I called just before 5 pm today and spoke to Pat Workman, Carol Kelley, Pat Anderson, and Mike Jewitt – all council members – your representatives. None had any knowledge of the person being sponsored by new councilman Mark Orgeron tomorrow at the 2pm continued council meeting. I called Mark as well, but no return call.

Collectively, these council members expressed that they have not seen the Agenda , and/or don’t yet even know exactly what is on the agenda to vote on tomorrow. One new addition is an Ordinance.

It is likely that this one single nominee has been known for a number of days. No information about Ms. Bruno has been shared with other council members or the public by sponsor Mark Orgeron.

Quartzsite Police Chief JEFF GILBERT FIRED

Jeff Gilbert, embattled Quartzsite Police Chief (suspended with pay) was fired today (no more pay) .  The Town issued a press release at 8:42 am without informing the Town Council. Council went into a public meeting at 9:00 am without knowing of the firing. There was no  announcement made to the public at the meeting.

Gilbert is said to be on vacation out of the state. Most recently a complaint was made against him for displaying his gun in hand to a man who was at Gilbert’s residence with legal papers to serve. Gilbert ordered the man off his property but the man never set foot on Gilbert’s lot.

Many reasons were given for dumping Gilbert in the letter accompanying the press release. Many local residents who suffered serious abuse by the chief and his department expressed that they will not miss him. READ   Press Release – Gilbert Fired

Alex Taft Takes Half Hour “Vacation” – Updated 9 pm

Alex Taft said hello to me as she entered the US Postal Service building on West Main Street at 1:19 pm today.

Taft is on admistrative leave. She was employed as the Town Manager until her recent suspension. At time of her suspension (with pay of over $80,000/year) she was told to stay home between 8 am and noon. Also 1 pm to 5 pm. This visit to the Post Office appears to have been a violation of those terms. Taft is known to be moving her residence. The council generously granted her the privilege of traveling between the old residence and new. The Post Office is not between the two. Her new residence and old are both well east of this mail stop.

Another report alleges that Taft left Silly Al’s bar and restaurant at 1:15 pm.

Update September 10 3:30 pm: Rene Nelson at Town Hall responded to a wrtitten complaint made regarding the above. She said that Taft took a vacation hour. A public records request was made for the application. This brings into question whether Taft is held to the same standards as the Quartzsite 8 (police officers) were held to during their suspensions.

Update September 10 9 pm: Public Records Request was made immediately after Rene Nelson’s statement. The document reveals that Taft took a half hour vacation from 1:00 to 1:30 pm. Such a vacation request requires a written application. The application was obtained within 2 hours. It has the approval signatures of Al Johnson and Terry Frausto. The only thing lacking was Alex Taft’s signature, which would seem to have been required to start the application process. The applicant is supposed to sign the form on the line above the approvers’. There is none. Draw your own conclusion.

Qtown – A Town In Trouble!

This week brought a  MAJOR WARNING – CLICK HERE TO READ  (letter) to the tumultuous and often bad acting Town leadership. It came from the Arizona Municipal Risk Retention Pool. The “pool” operates similarly to an insurer. The difference is that the member towns around Arizona simply pool their risk and their claims and each pay a share to spread the expense and the risk. The “pool” may take the option of dumping the Town from coverage after December 31 this year.

Quartzsite has been identified as an unusual risk! Many are not surprised by this letter, which basically threatens the Town’s existence. Chickens may have come home to roost as a result of the many radical acts by Quartzsite’s town leaders over the last two years. The letter was directed to temporary Town Manager Terry Frausto.
