Pat Workman, Quartzsite Town Council member, resigned at 2 pm today, but by 5 pm she had changed her mind and has rescinded her letter of resignation.

Quartzsite, Arizona,  January 31 2013

To the greater community of the Town of Quartzsite:

I have, as of today, resigned from the Quartzsite Town Council.I anticipate the Council will be soon processing my resignation so a qualified person can be appointed to my vacated Council seat.  I am resigning because I am unable to perform my duty. The Town has withheld, concealed, and delayed public records from me, including correspondence to which I should have been provided access in a timely manner.

Without appropriate access to information which the Town controls, I cannot represent the interests of my constituents. I will continue to act in the best interests of this community.

Quartzsite Council Unanimously Votes In New Restriction On Free Speech

Quartzsite residents have a new restriction on their speech. If the “Call to the Public” is ever restored to Council meetings, those wishing to address the Council will now be required to fill out a “Request to Speak” form! This could mean that a resident would be required to state in writing, before the start of the meeting, what subject matter he or she will address. Under the previous rules, one could comment at will, without much limitation.

The title of the form (“Request”) implies that a person could be denied to speak, or to speak about a particular issue. No sample of the form has been issued.

Many residents do not come forward to speak at the podium until after they have witnessed some action by the Council. They rise from their seat to respond. The new rule could thereby preclude critical comments on actions taken by the Council during that meeting.

As a further “suggestion” the rules now say: “It is recommended that persons write their remarks in advance so that they can present them concisely …”. This “rule” seems to suggest the Council wants to make sure that residents do not change their mind about what they have previously (committed in writing on the form) indicated.

Mayor Foster first moved to approve the new Ordinance 13-01. Mike Jewitt seconded. The Quartzsite Council approved 7-0.

1. Approve ledger of accounts paid …total  $394,529.65

2. Approve Minutes of Regular Meeting December 11, 2012

3. Appoint Dennis A. Dole to the Municipal Utility Administration Committee to serve a three (3) year term beginning January 1, 2013

4. Appoint John (Jack) Brown to the Municipal Utility Administration Committee to serve a three (3) year term beginning January 1, 2013.

NEW BUSINESS:

1. Executive Session … discussion … appointment of Lawrence King as Town Magistrate … discussion … to consider its position … regarding the Town’s position regarding an employment contract with Lawrence King … discussion …to consider its position … regarding settlement discussions … to avoid litigation … former Town Manager.

2. Presentation by Dan Jackson from economists.com on the water and sewer rates.

3. Approval to authorized bids for expansion of the waste Water treatment plant.

4. Discussion and possible action to nominate and approve three appointments to the Planning and Zoning Commission.
