Is your city a member of ICLEI (International Council On Local Environmental Initiatives) ??

ICLEI is a United Nations – sponsored group which designs and writes policy for your area on land use, energy goals and measurement, and water usage. ICLEI is a paid consultant and/or receives dues from your taxes.

ICLEI was formed before the United States (George Bush Sr.) and 178 other nations met at the United Nations Rio Earth Summit in 1992 and agreed to use certain principles as their guidelines. Those guidelines include major reductions in energy and water usage, and huge increases in the number of living units in city centers. This is called UN AGENDA 21 – SUSTAINABLE DEVELOPMENT, the plan to inventory and control all resources – both human and natural – and all means of production in the world.

In 1993 President Clinton formed the President’s Council on Sustainable Development and gave a multi-million dollar grant to the American Planning Asssociation to write GROWING SMART: A Legislative Guidebook to bring UN Agenda 21 to the United States. Smart Growth was the result. Multi-story condos or apartments over small retail with little parking, crammed in your town center. The reason for this style of construction is that, as UN Secretary General Maurice Strong said, “the affluence of Americans is a threat to the planet.” Single family homes are a threat.

Across the nation, in large cities and small towns, like this one, identical programs are being rolled out. Land Use restrictions, Ordinances reducing energy usage, Smart Meters, School Programs, & Candidate Training, are designed and implemented without your vote. You may be invited to city visioning meetings, but the outcome is decided before you enter the room.

Using ICLEI greenhouse gas emission goals, your local government is in the process of controlling where and how you will live, what you eat, what your children learn, and what laws you will live under. With the cover of ‘environmental concern’ your personal rights are being restricted. Soon, you will lose the right to travel freely without being asked for your ID. Lose the right to water your garden…lose your right to drive a private vehicle.

Under the guise of ‘Sustainable Development’ your property and civil rights are being systematically eliminated.

(1) Quartzsite will bankrupt

(2) Quartzsite will become un-incorporated

(3) The council will be dissolved

(4) The QPD Station will become a La Paz County Sheriff’s sub-station

(5) Snow birds will continue to decline in numbers

(6) Smaller businesses will go out-of-business

(7) The mega-buck industrial (U.N. Agenda 21) ADOT plan will continue to go forward, with or without the council.

The positive aspect??

(1) Mega industry money will create new businesses and/or improve existing businesses, WITHOUT under-handed Code Enforcement techniques to steal property by way of corrupt council members and the interim Town Manger.

(2) With a mega cargo transfer facility and a large airport to serve the ever increasing traffic of LAX…Quartzsite will likely require the need for airline commuter service.

(3) The selective law enforcement of a certain segment of the Quartzsite population will cease as QPD is retired.

(4) Medical and law enforcement services will increase proportionately over the next 5 years.

(5) Surviving businesses will flourish.

(6) Surviving property owners will see a significant increase of value, if they survive NOT having their property taken away from them by this corrupt local government.

Bottom line….There is no way to avoid the industrial growth, because the money behind these mega projects, far exceeds anyone’s financial resources to fight it!

In my opinion…stay focused on the in-fighting and let the cards fall where they may, because at the end of the day, none of the cabal can benefit from their own lies and destruction they themselves have brought upon this once sleepy/thriving gem in the desert.

It’s over…so help them finish their destruction and play them at their own game of “Catch 22.”

Borrowing from a motion by Michael Roth for a court ordered mental exam of Hygeia Halfmoon when Halfwit sought an Injunction against Roth (case # HR-2012-0012 in Quartzsite Muni Court), A.R.S. Section A.R.S. § 12-2202 requires that “Persons who are of unsound mind at the time they are called to testify shall not be witnesses in a civil action.”

Likewise, Rule 35(a) of Arizona Civil Procedure states, “When the mental or physical condition (including the blood group) of a party [...] is in controversy, the court in which the action is pending may order the party to submit to a physical or mental examination by a physician or psychologist or to produce for examination the person in the party’s custody or legal control. The order may be made only on motion for good cause shown and upon notice to the person to be examined and to all parties and shall specify the time, place, manner, conditions, and scope of the examination and the person or persons by whom it is to be made.”

While this matter hasn’t come under the jurisdiction of a civl court (yet), considering that this is a civil action even at this stage, I wonder if there are similar requirments for the Arizona State Personnel Board? If any “testimony” Brannon gives to the Board (or any “testimony” Brannan has given to anyone of late) is admissable? As it stands now, these could be the ravings of a mad man.

A good airline captain is safe and cautious when crossing his “T’s” and dotting his “I’s” but mainly because of a reliable copilot sitting next to him/her. It’s called Crew Resource Management (CRM).

This city council needs strong leadership, but not just one acting alone with an exit date. Her plans and actions (approved) must transition easily with an Assistant Town Manager….otherwise, the chaos will start all over again.

The jetliner will not get off the ground if the crew can’t seem to work on the same page together in a smooth manner. The passengers (citizens) would notice and they do notice when council decisions are not well thought out!

The Assistant Town Manager must act in good faith and not be persusaded on issues that are not in the best interest of Quartzsite and the citizens. He should not be a yes man!

I’m wondering if any of the other Councilmembers have EVER been barred from entry to the offices? (Bueller?) If it’s only been Workman and Foster, doesn’t this smack of some kind of conspiracy to interfere with government affairs/public servants?

Can the editor ask around and report if Councilwoman Workman still has access while Mayor Foster is locked out?

And A.R.S. 16-1010, mentioned by others in the past before: Refusal by election officer to perform duty; violation of election law; classification

Tom Horne where are you? You have means, motive, and opportunity. It’s all in the record. The “dissidents” will help your investigators find it all.

I suggest that resolving this should be the first agenda items at the earliest possible date. The “opposition candidates” would be best served to have an alternate name to nominate for the open council seat (Prutch perhaps? or Jones?). Wouldn’t that be something!!

Unfortunately, I’m not seeing any love from the incumbent Town Council members.

For example. they besmirched the reputation of Shelly Baker when they made all sorts of baseless claims about voter fraud in Quartzsite. Which their own (illegal) investigation showed were false. (i.e., lies.) But, to the best of my knowledge, no one has told Shelly Baker they are sorry.

Then they trashed Mayor Ed Foster. What’s especially ridiculous is that, even if their illegal ordinance had been legal, even in the best case, their ordinance did not prohibit Ed from being seated. This whole exercise was frivolous and must have had a more sinister motive. (Personally, I think a criminal case could be made here for violation of A.R.S. S 38-503, Conflict of Interest, a Class 6 felony. And conspiracy too?)

And even after Quartzsite shill Judge Burke ruled against the Town, I’ve not heard anyone from the Town Council tell Ed they’re sorry. (Notice how Burke didn’t force the Town to pay double damages?)

I’m reminded of a passage from the Bible which describes the characteristics of Godless people: “They are gossips, slanderers, God-haters, insolent, arrogant and boastful; they invent ways of doing evil; they disobey their parents; they are senseless, faithless, heartless, ruthless.”

The heart of the problem in Quartzsite is a problem of the heart.

Secreting, withholding, altering or destroying a public document constitutes a Class Four felony.
For your reference, I am enclosing the findings of the Arizona Appeals Court in the case of T.Rigel Corporation v State of Arizona. I would also suggest you see “Phoenix Newspapers Inc./access (Right to inspect public records concerning Curtis Copper of Florence, Arizona. Sufficient additional case law exists to support my cause for action against Quartzsite for its outrageous and unlawful denial of my right to inspect public records.
Usually reliable, informed sources within your town hall have recently reported information indicating certain individuals in the employ of Town government have not only concealed public documents from the press and public , but destroyed and altered them, as well.”
